苏德战发后，日本统治集团内部出现南北进之争。
北进的日军总参谋长和外相松冈等人，认为德国很快就能打败苏联，因而主张同德国呼应，立即发动反苏战争，夺取西伯利亚，同希特勒瓜分苏联。
而主张南进的近卫首相以及海军部和陆军部的一些人，则认为北进并非易事。
日本曾于一九三八年和一九三九年分别制造过“张鼓峰事件”和“诺门坎事件”，向苏联进行挑衅，先后均为苏军挫败。
此时，日军已在中国战场泥足深陷，且战略资源匮乏，因而主张首先夺取资源丰富的东南亚，然后再伺机北犯苏联。
一九四一年七月二日的“御前会议”，决定“继续向南方扩展”，“为达成此项目的，不辞对英、美一战。
