理解有那么一点儿问题。
由动词转化来的名词后面的介词 of 常用来表示代表该行为的名词所涉及到的对象或执行该行为的主体，不能用 with替代。
如： the love ofone's country 爱祖国（对祖国的爱）【行为对象】 the telling oflies 说谎（对谎言的讲述）【行为对象】 products of thevine 葡萄树结出的果实 【行为主体】 the death of theirfather. 他们父亲的死 【行为主体】本句中的 fan 就是由动词“煽动”转化为名词“激起热情的人”，介词后的宾语就是这种动作的对象。
下面把它拆分开来翻译。
