China and Japan are respectively the largest developing country and the largest developed country in Asia.Both are living in a geo-strategic space involving politics,economics and security.The two countries not onlyhave historical and cultural contacts that could trace back to ancient times,but also have a history when one wasinvading and the other was being invaded.Historical feud mingled with actual national interests,has greatly im-paired strategic judgment toward each other and the emotional interactions of the two peoples.So,the vital prob-lem that is impossible to escape in the bilateral relationship between the two countries in the21st century,is howto alleviate the repeated lashings and frequent disturbances caused by the historic issues to the Sino-Japaneseties,and how tocorrectly and accurately steer the general orientation for developing mutual relations based on along-term strategic perspective and bring a hopeful Sino-Japanese relationship into the next century.I.Conflict of Interests between China and JapanAs close neighbors,China and Japan have a multitude of complicated conflict of interests between them.Atthe present time and for a period of time in the future,the most outstanding factor among various contradictionsaffecting the Sino-Japanese relations,is the mutual distrust in the security area.1.Geo-strategic contradictionJapan aspires to become a big political power in the world by seeking for leading role or a hegemon's posi-tion in Asia. At the same time it regards the rapidly developing China as a biggest obstacle blocking its way to achieve this goal. This is the main reason why Japan plays up the China threat in collaboration with the US and tries to strengthen and expand the Japan- US alliance in an attempt to contain China. The Islands of Japan are bounded in the east by the vast Pacific Ocean and in the west by the Asian conti- nent. Small in territory, deficient in resources, Japan feels constrained by its geographical conditions that haven't left it much freedom of maneuver in diplomatic and military affairs, making it helplessly dependent on overseas markets. After the Meiji Reforms, Japan took on the path of capitalist development. By adopting continental poli- cy, it started to make inroads into Asian mainland and subsequently launched a series of external wars of ag- gression. At one time it swallowed up Korea and China's Taiwan and ruled over the Northeast China. It even un- dertook a risk to initiate the Pacific war in an attempt to build up a Japan- led Co- Prosperity Ring of Greater East Asia. After the end of WWII, Japan used its economic advantage and tried to by every possible means exert its influence in Northeast Asia. In the 1980s, it proposed to set up the so- called Structure of Geese Flying For- mation and the Pacific Economic Ring with Japan at the center. In the , Japan once again put forward the concept of Japanese Yen Economic Ring, thus showing its strategic intention of building up its position as a political leader in the region by means of its economic power. In the wake of China's rapid economic growth and increase in its comprehensive national strength, however, the Japanese government believes that an ascending China has become its competitive rival. Due to historic and cultural reasons as well as its status in the UN, China enjoys far greater political influ- ences than Japan in Asia and in the international community. Besides, as a country vast in territory and rich in natural and human resources, China possesses a greater advantage in economic potentiality and resources than Japan does. Being a responsible regional power with worldwide influence, China must adhere to the independent foreign policy of peace in order to give full play to its due constructive role in international affairs, opposing any form of hegemony, either global or regional. 我来给你写一份吧 各位同仁，大家好 感谢给我这次机会让我阐述自己的观点，我今天的主题是，小评中国动漫现状。
众所周知，中国的动漫产业发展的并不理想，蓝猫一类的劣质动画充斥着大陆的动漫市场，所以我们无奈的转向了日本的动漫。
事实上，中国大陆是很有动漫发展潜力的，我们有无数的动漫爱好者，有大量的动漫学校，培养了大批的动画人才，而且无论是在技术上还是在创意上，大陆都绝对不输给日本，这么好的条件为什么中国动漫就是不好看呢
首先是资金问题，俗话说：巧妇难为无米之炊，没有钱什么也干不成。
中国动漫就是个血淋林的例子。
在日本，一部动画制作一集ova的资金最高能达到几百万日元，合成人民币大概也有几十万，几十万阿!在大陆能伸到几十万的估计得要50集左右的动画，而且是很少的，经常中国制作一部动画的经费还不到日本制作一集ova的零头。
做不出高质量的东西就可以理解了。
第二就是人才的流失，还是那句话，巧妇难为无米之炊，没有人也什么都干不了，中国那么多的动画学校培养出那么多动画人才都去哪里了
很简单，都去日本这类动漫大国了。
看看日本动画的资源配置就明白，那些工作组里干活的几乎全是中国人。
那里有优厚的待遇，宽松的条件，而且有很多风格的片子供你选择，不去那里才怪呢。
当然，有人说我们没有钱一样能做出优秀的动画，的确，当年的大闹天宫，哪吒闹海都是在极其艰苦的条件下制作出来的经典。
但是那是特殊时期的特殊产物
按照现在的条件，完全可以花很少的钱，作出一部能和《全金属狂潮》嫔美的动画，甚至说这根本不是什么难事，但是为什么没有做呢
原因就出在最后的审核机构-----广电总局身上，广电总局掌管中国大陆所有广播电视和音像制品的生杀大权，像全金属那样的片子，24分钟基本能删到17分钟，也就是说把所有的有关暴力血腥（甚至只是轻微暗示）的内容统统删掉，再把剧本改得一塌糊涂，这样一来，一部完整的动画就被肢解了，原来的精髓全部流失，这样的动画谁会觉得好看
EVA引进中国后，本来的26话被改成了13话，几乎是一话打一个使徒，然后就完了。
大家都知道，EVA最大的精华就在于那些长达几分钟的定格场面和大量的人物独白，而广电总局恰恰删掉了这些东西，最残忍的悲剧就是把美好的东西撕裂，EVA就是这样。
另外不得不提的是，动画真正赚钱的并不是动画本身，而是其相关的周边产品，日本的BANDAI公司就是很好的榜样，一部好的动画，即使是十几年前的冷饭也能找到新的商机。
中国商人却很少看到这一点，为什么像蓝猫这种劣质的动画能在中国播了将近10年而继续在做，就是因为他转到了钱，而且适合给5岁左右的小孩子看，真正的关键是他迎合了广电总局的口味，所以广电总局就大力支持并推行，导致出现了大量类似的劣质动画。
综上所述，如果没有开放的观念，真正意识到动漫商业价值的商人，开放的政策，中国动漫产业几乎不可能发展起来。
