Responsibility is a Badge of Honour for Youth (96年“21世纪杯全国大学生英语演讲比赛”二等奖获得者,北京外国语大学 徐义成) Facing this audience on the stage, I have the exciting feeling of participating in the march of history, for what we are facing today is more than a mere competition or contest. It is an assembly of some of China's most talented and motivated people, representatives of a younger generation that are preparing themselves for the coming of a new century. I'm grateful that I've been given this opportunity, at such a historic moment, to stand here as a spokesman of my generation and to take a serious look back at the past 15 years, a crucial period for every one of us and for this nation as well. Though it is only within my power to tell about my personal experience, and only a tiny fragment of it at that, it still represents, I believe, the root of a spirit which has been essential to me and to all the people bred by the past 15 years. In my elementary years, there was a little girl in the class who worked very hard but somehow could never do satisfactorily in her lessons. The teacher asked me to help her, and it was obvious that she expected a lot from me. but as a young boy, restless, thoughtless, I always tried to evade her so as to get more time to enjoy myself. One day before the final exam, she came up to me and said, Could you please explain this to me? I want very much to do better this time. I started explaining, and finished in a hurry. Pretending not to notice her still confused eyes, I ran off quickly. Nat surprisingly, she again did very badly in the exam. And two months later, at the beginning of the new semester, word came of her death of blood cancer. No one ever knew about the little task I failed to fulfill, but I couldn't forgive myself. I simply couldn't forget her eyes, which seem to be asking, Why didn't you do a little more to help me, when it was so easy for you? Why didn't you understand a little better the trust placed in you, so that I would not have to leave this world in such pain and regret? I was about eight or nine years old at that time, but in a way it was the very starting point of my life, for I began to understand the word responsibility and to learn to always do my duties faithfully and devotedly, for the implications of that sacred word has dawned on me: the mutual need and trust of people, the co-operation and inter-reliance which are the very foundation of human society. Later in my life, I continued to experience many failures. But never again did I feel that regret which struck me at the death of the girl, for it makes my heart satisfied to think that I have always done everything in my power to fulfill my responsibilities as best I can. As I grew up, changed and improved by this incident and many other similar ones, I began to perceive the changes taking place around me and to find that society, in a way, was in its formative years like myself. New buildings, new commodities and new fashions appear every day. New ideas, new information, new technologies. People can talk with each other from any corner of the earth in a matter of seconds. Society is becoming more competitive. Words like individuality and creativity are getting more emphasis and more people are rewarded for their hard work and efforts. Such is the era in which this generation ,grows and matures. Such is the era in which this generation will take over the nation from our fathers and learn to run it. Yet in the meantime, many problems still exist. We learn that crimes take place in broad daylight with crowds of people looking on and not assisting. We hear that there are still about 1 million children in this country who can't even afford to go to elementary schools while enormous sums of money are being squandered away on dinner parties and luxury cars. We buy shoddy medicines, or merely worthless junk in the name of medicines, that aggravate, rather than alleviate our diseases since money, many people believe, is the most important thing in the world that must be made, even at the expense of morality and responsibility. Such an era, therefore, determines that we are a generation with a keener sense of competition and efficiency and a greater readiness to think critically and act creatively. Such an era, furthermore, demands, that we are a generation with a clear perception of our historical responsibility and an aggressive will to take action and solve the problems. History has long been preparing these qualities in this generation and it is now calling us forward to give testimony to our patriotism and heroism towards this nation and all humanity. Standing here now, I think of the past 15 years of my life as an ordinary student. Probably I'll be an ordinary man for the rest of my life. But this doesn't discourage me any, for I know that with my sense of responsibility and devoted efforts to always strive, for the best, it's going to be a meaningful and worthwhile life that I will be living. Standing here now, I think of the past 15 years of this nation, which has achieved greatness that inspired millions of people of my age, most of whom will not attain fame or prestige and only a few of whom will be remembered by posterity. But that doesn't discourage us any, because we know that the world watches, the world listens, the world is waiting to see where this nation will be heading in a time of rich opportunities and fierce competition. I can't ever forget that little girl in my class who couldn't had the same opportunities as any of us here to enjoy a wonderful life today and a hopeful world tomorrow. It is the sacred responsibility of this generation to face up to the challenges of the new century and to devote our sweat and blood, our wisdom and passion, to the historic cause of making this nation a greater and happier land for every one of us. We are not going to evade that responsibility. We are going to let people down. And people, far and near, will hear of us. 新建筑、新商品、新款式一天一个样。

新思维、新信息、新技术层出不穷。

即便万里相隔,人们在转瞬之间即可相互交谈。

社会竞争越演越烈。

人们越来越强调个性和创造性。

越来越多的人因工作努力而受到奖赏。

这就是当今的时代,一代新人由成长迈入成熟的时代。

这是我们这一代人接替父辈治国安邦的时代。

然而,我们也面临很多间题。

据悉,坏人在光天化日之下作恶,周围的群众居然袖手旁观,无动于衷。

我还听说,目前我国尚有100万儿童连小学也上不起,而巨额资金却拿去举办奢侈的宴会和购置豪华的轿车。

我们常常买的是劣质药品,或名曰药品实为一文不值的废物,非但不能除病去痛,反而会使病情加重。

在某些人看来,世上金钱最宝贵,只要能赚钱,不惜牺牲道德和责任。

因而,这个时代赋予我们的是更强烈的竞争和效率意识,使我们更善于批判性地思考和创造性地行动。

此外,这个时代要求我们这一代人必须认清自己肩负的历史重任,下定决心,采取行动,解决上述问题。

长期以来,历史一直在我们这一代人身上培养着这些品质。

现在,历史呼唤我们挺身而出,以实际行动向全民族及全人类证实我们的拳拳爱国之心和大无畏的英雄主义。

此刻,我站在讲台上回顾15年来的学生生活。

今后的岁月,我很可能平平淡淡地度过。

With marks we can be enrolled into junior middle schools. With marks, we can be enrolled into senior middle schools. With marks we can be enrolled into college. With marks we can be enrolled into postgraduate and doctrine studies. Still with marks we can be graded and be allowed to go abroad for further studies. Our parents will be strict with us with the marks. Our society judge us from marks. However, sometimes we students compare one another with marks directly. We are completely controlled by marks. We like them and we feel sorry for them. But what attitude towards our marks should we take? Truly, marks functions cannot be underestimated. In terms of test in our study, marks are fair and real. That is the reason why we say Everyone is equal before marks. However, I think marks are the sole standard to judge the success or failure of students in exams. Sometimes, marks more than ten or less than one or two in our exams comparing with others mean not everything. The success or failure in exams will be influenced by experience on the spot and the examinee's health etc. Once in a while one cannot fail in exams. Success or failure is common sense for military. Students of this kind will be successful in every exam but they will be able to use freely their knowledge in their posts. Don't you think it waste training such persons for the country? To sum up from the above, I can say marks are not absolutely authoritative for some. If we neglect training and developing the students' ability and competence and if we only seek for the high marks, we will be absolutely wrong. We should take an objective attitude towards the marks. 角色的异化不仅使中介者失去公正,也将自己拖入泥潭不能自拔。

(四)金融杠杆率过高。

金融市场要稳定,金融杠杆率一定要合理。

美国金融讥构片面追逐利润过度扩张,用极小比例的自有资金通过大量负债实现规模扩张,杠杆率高达1:0—0甚至1:0—0。

在过去的年里,美国金融讥构以这个过高过大的杠杆率,炮制了一个巨大的市场和虚假的繁荣。

比如就用0亿美元自有资金,形成000亿美元左右的债券投资。

(五)信用违约掉期(CDS)。

美国的金融投资杠杆率能达到1:0—0,是因为CDS制度的存在,信用保险讥构为这些风险巨大的融资活动提供担保。

若融资方出现资金问题,由提供保险的讥构赔付。

但是,在没有发生违约行为时,保险讥构除了得到风险补偿外,还可将CDS在市场公开出售。

由此形成一个巨大的规模超过万亿美元的CDS市场。

CDS的出现,在规避局部风险的同时却增大金融整体风险,使分散的可控制的违约风险向信用保险讥构集中,变成高度集中的不可控制的风险。

(六)对冲基金缺乏监管。

以上五个环节相互作用,已经形成的源头,而“追涨杀跌”的对冲基金又加速危机的发酵爆发。

美国有大量缺乏政府监管的对冲基金,当美国经济快速发展时,对冲基金大做多,比如把石油推上1美元的天介;次贷危机爆发后,对冲基金又做空,加速整个系统的崩盘。

这六大环节一环扣一环,形成美国金融泡沫的螺旋体和生长链。

其中一环的破灭,就会产生多米诺骨牌效应,最终演变成今天美国乃至世界的金融危机。

二、走出危机需要三阶段统筹00年是应对的关键一年。

遏制危机并早日走出困境,必须标本兼治、远近结合。

当前燃眉之急是解决美国万亿美元的金融坏账,中期是防止金融危机变成经济危机,远期是建立新的世界货币体系。

(一)当前措施:三招救市这三招,一是股权重组,增资扩股;二是坏账打包、切割剥离;三是注入资金,解决流动性。

首先,政府对陷入危机的金融讥构进行重组,增资扩股。

比如美国把“两房”国有化,把私有企业变成了国有控股的企业。

其次,把银行的坏账剥离,打包放在一边,银行复苏后赎回资金,如果银行倒闭了,由政府埋单,将坏账清。

第三,当银行陷入流动性危机,老百姓挤兑时,注入资金,增加现金流。

或者政府出面担保,增强社会信心;或者政府出面担保,让其他银行拆借。

根据测算,美国大约有万亿美元坏账,今年通过采取这三招大体解决了1万亿美元坏账,明年还将要解决剩下的1万亿美元坏账。

(二)中期目标:振兴实体经济如何遏制实体经济下滑,是全球高度重视和重点解决的问题。

解决的办法,仍然是增加投资、刺激消、加大出口的三条途径和宽松的货币政策、积极的财政政策。

目前,各国政府都启动了增加投资和刺激消的政策,并且摒弃贸易保护主义而采取共同行动。

在中期,各国政府会采取三个方面的措施。

首先是宽松的货币政策,松动银根,降息、降低准备金率,增加流动性。

其次是积极的财政政策,财政补助困难企业和困难群体,帮助他们渡过难关、增强活力。

第三是培育市场主体。

抓住目前大批企业减产停产、破产关闭的时机,推进并购重组,推进企业改造发展。

作为美国政府,除了启动投资、消、出口三大需求,推进产业、企业的结构调整,振兴实体经济之外,还要亡羊补牢,从体制机制上解决滋生金融六个环节弊端的根本问题,健全金融制度。

(三)长期指向:重构1年形成的布雷顿森林体系,以黄金为基础、以美元作为最主要的国际储备货币,美元直接与黄金挂钩,各国货币与美元固定汇率挂钩,并可按美元一盎司的官介向美国兑换黄金。

00年代后期,随着美国国际收支趋向恶化,出现全球性“美元过剩”,美国黄金大量外流,美国的黄金储备不能支撑美元的泛滥。

11年月,尼克松政府被迫宣布放弃“美元本位制”,实行黄金与美元比介的自由浮动。

欧洲经济共同体和日本、加拿大等国宣布实行浮动汇率。

1年布雷顿森林体系正式瓦解后,尽管美元不再承担兑换黄金的义务,欧元、日元实力日强,但美元的核心地位没有改变。

美国作为国际货币的主要发行者,本应该恪守世界金融制度,增强美元的货币责任意识,防止滥用货币发行权。

实在是真的没人帮忙的环境,就去 VOA或大耳朵拿到课外教材阅读 多问多听不知不觉的语境就提升起来 学习效果会非常突飞猛进的 但从这几十年特别是近十来年的实践看,美国没有肩负起职责,利益和责任失衡。

00年,美国GDP1.万亿美元,贷款余额1万亿美元,超过GDP0%,股票市值0万亿美元,超过GDP0%。

美国政府欠债超过10万亿美元,人均负债万美元。

各项金融指标的狂涨意味着大量的泡沫,必将带来金融动荡。

从宏观上看,这次国际金融危机是现有世界货币体系的积弊所致。

因此,重构适应国际经济新秩序的货币体系是必然趋势。

怎样的世界货币体系才是合理的

我认为,未来的世界货币体系应该是美元、欧元、亚元(以人民币和日元为主的亚洲货币)三大世界主体货币三足鼎立的新体系。

三大货币之间实行相对稳定的浮动汇率,各国货币与三大货币挂钩。

三大主体货币对应的国家应实行“G本位”——以GDP为本位。

即GDP与银行贷款余额、与股市市值、与房地产市值应该大致相当,虚拟经济与实体经济保持合理的比例。

三、中国经济有强大的抗危机能力目前,世界金融危机对中国也产生了影响,股市、房市回调,沿海加工贸易企业订单减少,部分企业停产破产关闭,中小企业融资难问题更加突出。

但是,从总体上看,在世界经济加速下滑的背景下,中国经济风景尚好。

为什么

中国经济有六大优势:第一,巨额的外汇储备。

目前已有1万千亿美元外汇储备,足可抗御外来风险的冲击。

第二,传统的储蓄美德和较高的储蓄率。

中国老百姓勤劳节俭,有储蓄的传统美德。

00年中国居民储蓄达到1.亿元,储蓄率达到0%以上。

中国政府内债、外债的总和不到GDP的0%,财政负债风险不高。

第三,审慎严而又灵活,既管制又自由的外汇管理政策。

资本项下实行管制,外国资本不能随意地进出中国,而在经常项目下的外汇进出又较为自由灵活。

第四,广阔的发展空间和巨大的内需市场。

中国正处于工业化、城镇化的高速发展期和人民生活水平的快速提升期,到00年将建成全面小康社会,中国人均GDP10年后会突破1万美元。

广阔的发展空间和强大的内需,不仅支撑中国经济持续快速发展,对缓解世界金融危机也将发挥重要作用。

第五,健康的金融体系和严的金融监管。

中国的金融体系经过几十年来的改革发展已经基本完善,抵御市场风险的能力显著增强。

中国金融制度健全管理严,且严控制金融衍生产品,没有出现类似于美国金融体系那样的问题。

第六,强大的制度优势和政府宏观调控能力。

中国社会稳定、政治稳定,法制逐步健全,发展环境不断改善。

中央政府有高超的领导艺术,见事早、行动快,宏观调控的预见性、针对性和实效性不断提高。

比如今年,上半年保持经济平稳较快发展、控制物介过快上涨;月以后加大宏观调控力度,实施灵活审慎的宏观经济政策;11月份以后果断实施积极财政政策和适度宽松货币政策等等,促进经济增长、稳定市场信心。

总体来看,中国经济增长今年将有所放缓,00年上半年惯性下滑,下半年开始走出世界经济衰退的阴影。

国际金融危机则到00年底见底,经济危机到010年底左右见底,011—01年开始复苏。

  I am not sure I can live up to the high standards of Harvard Commencement speakers. Last year, J.K. Rowling, the billionaire novelist, who started as a classics student, graced this podium. The year before, Bill Gates, the mega-billionaire philanthropist and computer nerd stood here. Today, sadly, you have me. I am not a billionaire, but at least I am a nerd.  我不太肯定,自己够得上哈佛大学毕业典礼演讲人这样的殊荣。

  Another difficulty with giving a Harvard commencement address is that some of you may disapprove of the fact that I have borrowed material from previous speeches. I ask that you forgive me for two reasons.  在哈佛大学毕业典礼上发表演讲,还有一个难处,那就是你们中有些人可能有意见,不喜欢我重复前人演讲中说过的话。

  I also want to point out the irony of speaking to graduates of an institution that would have rejected me, had I the chutzpah to apply. I am married to Dean Jean, the former dean of admissions at Stanford. She assures me that she would have rejected me, if given the chance. When I showed her a draft of this speech, she objected strongly to my use of the word rejected. She never rejected applicants; her letters stated that we are unable to offer you admission. I have difficulty understanding the difference. After all, deans of admissions of highly selective schools are in reality, deans of rejection.   My address will follow the classical sonata form of commencement addresses. The first movement, just presented, were light-hearted remarks. This next movement consists of unsolicited advice, which is rarely valued, seldom remembered, never followed. As Oscar Wilde said, The only thing to do with good advice is to pass it on. It is never of any use to oneself. So, here comes the advice. First, every time you celebrate an achievement, be thankful to those who made it possible. Thank your parents and friends who supported you, thank your professors who were inspirational, and especially thank the other professors whose less-than-brilliant lectures forced you to teach yourself. Going forward, the ability to teach yourself is the hallmark of a great liberal arts education and will be the key to your success. To your fellow students who have added immeasurably to your education during those late night discussions, hug them. Also, of course, thank Harvard. Should you forget, there's an alumni association to remind you. Second, in your future life, cultivate a generous spirit. In all negotiations, don't bargain for the last, little advantage. Leave the change on the table. In your collaborations, always remember that credit is not a conserved quantity. In a successful collaboration, everybody gets 90 percent of the credit.  毕业典礼演讲都遵循古典奏鸣曲的结构,我的演讲也不例外。

  Jimmy Stewart, as Elwood P. Dowd in the movie Harvey got it exactly right. He said: Years ago my mother used to say to me, 'In this world, Elwood, you must be ... she always used to call me Elwood ... in this world, Elwood, you must be oh so smart or oh so pleasant.' Well, for years I was smart. ... I recommend pleasant. You may quote me on that.  电影《Harvey》中,Jimmy Stewart扮演的角色Elwood P. Dowd,就完全理解这一点。

After college, I spent eight years as a graduate student and postdoc at Berkeley, and then nine years at Bell Labs.   After nine years at Bell labs, I decided to leave that warm, cozy ivory tower for what I considered to be the real world, a university. Bell Labs, to quote what was said about Mary Poppins, was practically perfect in every way, but I wanted to leave behind something more than scientific articles. I wanted to teach and give birth to my own set of scientific children.  在贝尔实验室待了9年后,我决定离开这个温暖舒适的象牙塔,走进我眼中的真实世界----大学。
