scp（“业务控制点”的英文简称）随着社会的高速发展变化，电信用户对电信新业务的需求与日俱增。
在智能网（IN，Intelligent Network）出现之前，各交换机生产厂家为了部署新业务，不得不频繁地对交换机的软、硬件进行调整。
智能网的出现使得电信运营商能够快速、灵活、经济地部署各种新业务。
例如，很多朋友可能使用过预付费业务（PPS）、移动虚拟专用网业务（MVPN）、亲情号码业务（Familiarity Number）等业务，这些都属于移动智能业务。
