新型冠状病毒肺炎防控方案 为做好全国新型冠状病毒感染的肺炎防控工作，切实维护人民群众身体健康和生命安全，根据疫情形势和研究进展，特制定本方案。
一、目的 及时发现和报告新型冠状病毒感染的肺炎病例，了解疾病特征与可能的感染来源，规范密切接触者管理，防止疫情扩散蔓延。
二、适用范围 适用于指导各地开展防控工作。
本方案将根据疫情形势的变化和评估结果，及时更新。
三、防控措施 （一）加强组织领导。
高度重视新型冠状病毒感染的肺炎疫情防控工作。
各级卫生健康行政部门在本级政府领导下，加强对本地疫情防控工作的指导，组建防控技术专家组，按照预防为主、防治结合、科学指导、及时救治的工作原则，组织有关部门制订并完善相关工作和技术方案等，规范开展新型冠状病毒感染的肺炎防控工作。
各级卫生健康行政部门负责疫情控制的总体指导工作，落实防控资金和物资。
各级疾控机构负责开展监测工作的组织、协调、督导和评估，进行监测资料的收集、分析、上报和反馈；开展现场调查、实验室检测和专业技术培训；开展对公众的健康教育与风险沟通。
各级各类医疗机构负责病例的发现与报告、隔离、诊断、救治和临床管理，开展标本采集工作，并对本机构的医务人员开展培训。
疾病预防控制机构在防控新型冠状病毒的肺炎过程中的法律责任有哪些
《传染病防治法》规定，疾病预防控制机构应当主动收集、分析、调查、核实传染病疫情信息。
接到甲类、乙类传染病疫情报告或者发现传染病暴发、流行时，应当立即报告当地卫生行政部门，由当地卫生行政部门立即报告当地人民政府，同时报告上级卫生行政部门和国务院卫生行政部门。
疾病预防控制机构应当设立或者指定专门的部门、人员负责传染病疫情信息管理工作，及时对疫情报告进行核实、分析。
\ 疾病预防控制机构违反本法规定有下列情形之一的，由县级以上人民政府卫生行政部门责令限期改正，通报批评，给予警告；对负有责任的主管人员和其他直接责任人员，依法给予降级、撤职、开除的处分，并可以依法吊销有关责任人员的执业证书；构成犯罪的，依法追究刑事责任： \ （一）未依法履行传染病监测职责的； \ （二）未依法履行传染病疫情报告、通报职责，或者隐瞒、谎报、缓报传染病疫情的； \ （三）未主动收集传染病疫情信息，或者对传染病疫情信息和疫情报告未及时进行分析、调查、核实的； \ （四）发现传染病疫情时，未依据职责及时采取本法规定的措施的； \ （五）故意泄露传染病病人、病原携带者、疑似传染病病人、密切接触者涉\ 及个人隐私的有关信息、资料的。
