2020年1月28日，国家卫健布了最新制定的《新型冠状病毒感染的病例监测方案（第）》，该方案对“病例报告”做了明确规定，各级各类医疗机构发现符合疑似病例、确诊病例、轻症病例、无症状感染者时，应于2小时内进行网络直报。
疾控机构在接到报告后应立即调查核实，于2小时内通过网络直报系统完成报告信息的三级确认审核。
不具备网络直报条件的医疗机构，应立即向当地县（区）级疾控机构报告，并于2小时内将填写完成的传染病报告卡寄出；县（区）级疾控机构在接到报告后，应立即进行网络直报，并做好后续信息的订正。
