人治：所谓人治就是人执行法律就有法，不执行就状况丛生。
体治： 淡化人的在流程中的关键因素，每个人都在社会的监督下。

但是这群欢天喜地的人会听得进去么
在扩大点，就算其中有50%觉悟，能说动其他人么
会让老百姓监管么
（注：人性的研究水平不到位，拍电视剧也拍不到点上）要实现体治，必须有强大人治，不然这个体系没法推广。
这个人是一个人不行，就是神也不行。
必须是一群人。
防止腐败建立体制必须有一群人。
这群人要从四岁开始封闭式培养，接受先进理念，隔绝陋习和陈腐文化的侵蚀。
国家需要大力气建立“新时期的黄埔军校”，每年培养500-1000人，这批人就是中国的栋梁。
如果有这学校，教学方式是关键。
这里先说几点：在学校里的学习氛围是公开的，采用封闭加游学方式，但是不能在中国游。
这群人培养的一个指标就是对世界上任何信息（现象、视频、影视、话题、困难、抉择、痛苦、快乐）都能正确处理，有高尚的价值观。
如拿中国古代先哲作榜样的话举一个例子就是苏轼。
拿国外作榜样就是德鲁克、是马奇、是西蒙。
