民航收听是不犯法的，一般出租车司机的电台都可以收到塔台的信号，不相信你可以去试试，（正规的出租车）但是只能是收听，而不能发射。
对于军航那就是违法的了。

可以写频到航空频率吗

好吧，这样的，不是UV双段对讲机就能写航空频率的，因为一般的国产对讲机V段接收频率一般为136-174MHZ，航空频率是118-136，频率范围不对，就算有些机器能够在这个频段接收也是不行的，因为航空采用AM调制方式，而一般对讲机都是NFM调制方式，所以要听的话可以购买带有AM接收方式的对讲机，比如早期的有建武的TH-28,现在生产的有八重洲的VX-1R.2R、3R、5R、FT-60R ICOM的IC91等等，国产的少有这个功能
