《罗马假日》的故事最先是被当时好莱坞的另外一位大导演弗兰克·卡普拉(Frank Capra)在1949年发现的，他当时准备让加里·格兰特(Cary Grant)和伊丽莎白·泰勒(Elizabeth Taylor)来出演影片中的男女主人公，直指来年的奥斯卡奖。
当由于当时卡普拉的公司倍受财务问题困扰，所以他只能把这个故事卖给财大气粗的派拉蒙公司。
当最初发现剧本的弗兰克·卡普拉确定无法指导影片之后，《罗马将日》的制片方找到了曾指导《郎心如铁》的导演乔治·史蒂文斯(George Stevens) ，但史蒂文斯拒绝了制片方的邀请。
