我觉得这是没有问题的，因为deliver有发表，陈述观点等意思。
这句话可以理解为This part will be delivered only if time permits.只有当。

我实话实说，感觉很中式英语，好像是写好中文再一句句翻译过来的，怪怪的。
有一半的句子我都觉的最好能修改下，有的是语法错误，有的是中式英语表达的问题。
不过你才读初中，能写这样已经很不错了，该表扬下。

你是想用现在进行时吗
Because I think the people who do not have self-management must be failed. 建议把who do not have改成with，这样表达更符合英文习惯。
Believe you can do it and try to management yourself better. 发现了吧
try to do，而management 好像是名词哦。
So let us be an excellent youth! 我们（这么多个人）怎么成为一个有用的人呢
是不是该改成复数呢
