二、强化三个机制。
就是强化公务员竞争激励机制、新陈代谢机制和廉政约束机制，着力在公务员能上能下、能进能出方面有新的进展。
一是在抓好考录、考核、奖惩等制度的基础上，大力推行竞争上岗，使竞争上岗成为公务员职务晋升的主要形式；二是在抓好执行辞职辞退等制度外，积极推行末位警示制、末位淘汰制，积极探索部分职位的聘用制；三是在抓好公务员义务与权利、惩戒、轮岗、回避、申诉控告等制度的
