首先是资金问题，俗话说：巧妇难为无米之炊，没有钱什么也干不成。
中国动漫就是个血淋林的例子。
在日本，一部动画制作一集ova的资金最高能达到几百万日元，合成人民币大概也有几十万，几十万阿!在大陆能伸到几十万的估计得要50集左右的动画，而且是很少的，经常中国制作一部动画的经费还不到日本制作一集ova的零头。
做不出高质量的东西就可以理解了。
第二就是人才的流失，还是那句话，巧妇难为无米之炊，没有人也什么都干不了，中国那么多的动画学校培养出那么多动画人才都去哪里了
很简单，都去日本这类动漫大国了。
看看日本动画的资源配置就明白，那些工作组里干活的几乎全是中国人。
那里有优厚的待遇，宽松的条件，而且有很多风格的片子供你选择，不去那里才怪呢。
当然，有人说我们没有钱一样能做出优秀的动画，的确，当年的大闹天宫，哪吒闹海都是在极其艰苦的条件下制作出来的经典。
但是那是特殊时期的特殊产物
按照现在的条件，完全可以花很少的钱，作出一部能和《全金属狂潮》嫔美的动画，甚至说这根本不是什么难事，但是为什么没有做呢
原因就出在最后的审核机构-----广电总局身上，广电总局掌管中国大陆所有广播电视和音像制品的生杀大权，像全金属那样的片子，24分钟基本能删到17分钟，也就是说把所有的有关暴力血腥（甚至只是轻微暗示）的内容统统删掉，再把剧本改得一塌糊涂，这样一来，一部完整的动画就被肢解了，原来的精髓全部流失，这样的动画谁会觉得好看
EVA引进中国后，本来的26话被改成了13话，几乎是一话打一个使徒，然后就完了。
大家都知道，EVA最大的精华就在于那些长达几分钟的定格场面和大量的人物独白，而广电总局恰恰删掉了这些东西，最残忍的悲剧就是把美好的东西撕裂，EVA就是这样。
另外不得不提的是，动画真正赚钱的并不是动画本身，而是其相关的周边产品，日本的BANDAI公司就是很好的榜样，一部好的动画，即使是十几年前的冷饭也能找到新的商机。
中国商人却很少看到这一点，为什么像蓝猫这种劣质的动画能在中国播了将近10年而继续在做，就是因为他转到了钱，而且适合给5岁左右的小孩子看，真正的关键是他迎合了广电总局的口味，所以广电总局就大力支持并推行，导致出现了大量类似的劣质动画。
综上所述，如果没有开放的观念，真正意识到动漫商业价值的商人，开放的政策，中国动漫产业几乎不可能发展起来。

一个越来越俗套，一个本来就是仿美式风格的《One Piece海贼王》，如果用制作《喜羊羊》的水平制作一个真正有内涵、有文化、有修养，适合中国青少年或大学在读生看的动漫，那必将超越日本动漫。
如果要禁播别人的文化，为何不先将自己变得漂亮
在网上，中国动漫产业是被批的掺不忍睹，而诸位“领导”却视而不见。
拿不出手，就诋毁他人。
自己没有玉，就侮辱他山之石。
如果仔细分辨的话，《喜羊羊》虽然口碑不怎么好，但是很明显，配音，画面，动态效果以及绝对不会崩的人物绘画技术，剧情虽然狗血，但能出那么多集基本不重复也可见编剧的实力。
但为何，做出来的如此这般难堪。
相比禁，不如学，徒手撕鬼子，手雷炸飞机，八百里开外一枪干掉鬼子的狙击手，这些历史虚无主义神剧都能上映，那么日本那样探讨社会现实等剧为何不得在中国传播
这是打压，这是欺骗，这只是自己无能的表现。
