浅谈节能节电的途径 第一章 绪 论 1.1 前言 随着社会的发展，节能已经变为世界都在关注的问题了。
节能，节能…在我自己认为：节能就是尽可能地减少能源消耗量，生产出与原来同样数量、同样质量的产品；或者是以原来同样数量的能源消耗量，生产出比原来数量更多或数量相等质量更好的产品。
研究表明，过去50年全球平均气温上升的原因，90%以上与人类使用石油等燃料产生的温室气体增加有关，由此引发了一系列生态危机并且造成了生态环境的日益恶化。
节约能源资源，保护生态环境，已成为世界人民的广泛共识。
保护生态环境，发达国家应该承担更多的责任。
发展中国家也要发挥后发优势，避免走发达国家“先污染、后治理”的老路。
对于我国来讲，进一步加强节能减排工作，既是对人类社会发展规律认识的不断深化，也是积极应对全球气候变化的迫切需要，节能减排是树立负责任的大国形象、走新型工业化道路的战略选择。
1.2 我国能源利用现状 1.能源丰富而人均消费量少 我国能源虽然丰富，但分布很不均匀，煤炭资源60%以上在华北，水力资源70%以上在西南，而工业和人口集中的南方八省一市能源缺乏。
虽然在生产方面，自解放后，能源开发的增长速度也是比较快，但由于我国人口众多，且人口增长快，造成我国人均能源消费量水平低下，仅为每人每年0.9吨标准煤，而1吨标准煤的能量大概可以把400吨水从常温加热至沸腾。
2.能源构成以煤为主，燃煤严重污染环境 从目前状况看，煤炭仍然在我国一次能源构成中占70%以上，成为我国主要的能源，煤炭在我国城市的能源构成中所占的比例是相当大的。
以煤为主的能源构成以及62％的燃煤在陈旧的设备和炉灶中沿用落后的技术被直接燃烧使用，成为我国大气污染严重的主要根源。
据历年的资料估算，燃煤排放的主要大气污染物，如粉尘、二氧化硫、氮氧化物、一硫化碳等，对我国城市的大气污染的危害已十分突出：污染严重、尤其是降尘量大；污染冬天比夏天严重；我国南方烧的高硫煤产生了另一种污染-酸雨；能源的利用率低增加了煤的消耗量。
3.农村能源供应短缺 我国农村的能源消耗，主要包括两方面，即农民生活和农业生产的耗能。
我国农村人口多，能源需求量大，但农村所用电量仅占总发电量的14%左右。
而作为农村主要燃料的农作物桔杆，除去饲料和工业原料的消耗，剩下供农民作燃料的就不多了。
即使加上供应农民生活用的煤炭，以及砍伐薪柴，拣拾干畜粪等，也还不能满足对能源的需求。
节能节电的意义 2.1我国节能节电现状 能源是发展国民经济的基础,在国民经济中占有重要的地位,能源利用效率状况是反映一个国家经济状况和发展的重要标志。

发达国家上百年分阶段出现的环境问题，近20多年来在我国集中出现。
由于我国已经进入工业化和城镇化加速期，重化工业较快增长还会持续一段较长时间，这一过程中能源资源消耗和污染排放与经济增长一般呈现正向关联。
因此，在资源稀缺与环境承载能力有限的情况下，传统的高投入、高消耗、高排放、低效率的增长方式已经走到了尽头。
不加快转变经济发展方式，资源难以支撑，环境难以容纳，社会难以承受，科学发展难以实现。
2.20多年经济快速发展，加上所拥有的世界上最庞大的消费人口，中国目前已经成为世界第二大能源消费国。
据有关专家统计，2004年中国能源消费总量为 19.7亿吨，其中，煤炭18.7亿吨，同比增长14.4%；原油2.9亿吨，增长16.8%；天然气415亿立方米，同比增长18.5%。
2001到 2004年中国能源消费年均增速高达9.89%，2003年和2004年分别达到13%和15.2%。
能源消费巨增直接导致能源生产快速增长。
2004年全国一次能源生产总量为18.46亿吨标准煤，同比增长15.2%；发电量21870亿千瓦时，同比增长14.5%；煤炭超速增长，近两年年增产量达到2亿吨以上，2004年产量达19.56亿吨，同比增长17.3%；原油产量1.75亿吨，同比增长 2.9%。
由此引发能源建设规模日趋庞大，电力投资热、煤炭投资热等热潮不断。
当前，实现节能减排目标面临的形势十分严峻。
去年以来，全国上下加强了节能减排工作，国务院发布了加强节能工作的决定，制定了促进节能减排的一系列政策措施，各地区、各部门相继做出了工作部署，节能减排工作取得了积极进展。
但是，去年全国没有实现年初确定的节能降耗和污染减排的目标，加大了“十一五”后四年节能减排工作的难度。
更为严峻的是，今年一季度，工业特别是高耗能、高污染行业增长过快，占全国工业能耗和二氧化硫排放近70％的电力、钢铁、有色、建材、石油加工、化工等六大行业增长20．6％，同比加快6．6个百分点。
与此同时，各方面工作仍存在认识不到位、责任不明确、措施不配套、政策不完善、投入不落实、协调不得力等问题。
这种状况如不及时扭转，不仅今年节能减排工作难以取得明显进展，“十一五”节能减排的总体目标也将难以实现。
2.2我国节电潜力 实际上，我国一直高度重视能源和节能工作。
早在20世纪80年代初就提出了“能源开发与节约并重，把节约放在优先位置”的方针，将节能纳入国家经济和社会发展计划；90年代实施了可持续发展战略，颁布了《中华人民共和国节约能源法》。
一方面，中国能源开发取得巨大成就，另一方面中国的能源效率不断提高。
统计数字显示：2003年我国每万元GDP能耗比1980年下降了65.5%；每万元GDP取水量比1980年下降了84.7%；工业“三废”综合利用产值为1985年的14.6倍；废旧物资回收利用总值为1985年的12.4倍。
但是粗放型的经济增长方式并没有从根本上转变，经济增长仍然是依赖资源的高投入来实现的。
据国家发改委有关人士介绍，按现行汇率计算，2003年我国 GDP约占世界的4%，但重要资源消耗占世界的比重，石油为7.4%、原煤为31%、钢铁为27%、氧化铝为25%、水泥为40%。
钢铁、有色、电力、化工等8个高耗能行业单位产品能耗比世界先进水平平均高40%以上，单位建筑面积采暖能耗相当于气候条件相近发达国家的2～3倍，工业用水重复利用率比国外先进水平低15～25个百分点，矿产资源总回收率比国外先进水平低20个百分点。
实践证明，传统的高投入、高消耗、高排放、低效率的粗放型增长方式已经走到了尽头 2.3我国节电的意义 节能节电的意义就变得非常之重要：第一，有利于推进经济结构调整，转变发展方式。
优化产业结构和能源结构，提高服务业、高技术产业的比重和水平，控制高耗能、高污染行业不合理增长，大力发展新能源和可再生能源，对提高经济发展的质量和效益至关重要。
第二，有利于维护人民切身利益，促进社会和谐。
推进节能减排，减小因能源紧缺对能源生产、经销、使用等各环节的影响，切实保障人民切身利益，维护社会稳定与和谐。
第三，有利于维护中国能源安全，创造良好的政治经济条件。
通过提高能源利用效率，有利于缓解我国对国际石油供应的依存度。
近来，因使用化石能源排放温室气体引起全球气候变暖，加强节能减排是应对全球气候变化的迫切需要，也可为我国的经济和社会发展争取更加宽松的国际环境。

我国节能工作存在的问题 3.1我国节能工作的阻力 1.部门之间的问题 在国内，主管节能工作的行政主管部门是各地经委和节电办公室，而路政部门隶属建设部门，经委只有协调功能而不能跨行业进行行政干预，因此，经委在这个领域中起不了什么作用，而建设部门在经济环境好的时候大手花钱，节电似乎无关紧要，到了当前经济紧缩时，又拿不出钱去改造。
2.上下级之间的问题 全国的路灯部门仍然是执行计划经济的运行方式，建多少条路，装多少盏灯，是建委和计委及财政的事，路灯部门只负责维护，节电效益体现不到他们身上，所以他们对节能并不感兴趣。
而主管部门对实际运行缺乏了解，对节能就更是门外汉，因此，一个项目就会在部门之间踢来踢去。
3.缺乏资金 现阶段，建设资金尤其是市政资金极端紧张，拿不出启动资金，而市场上又没有融资租赁的资金可利用，再加上相应的法规、制度不健全，没有人敢向节能领域大力投资，使得路灯节能推广异常困难。
4.缺少规模 些年，大量中小企业生产的质量不过关甚至假冒伪劣的产品给人们留下了恶劣印象，使人们对节电产品产生怀疑甚至是排斥。
5.节能思想不正确 由于多年来计划经济造成的“吃皇粮”思想作怪，认为路灯和电都是国家的，节不节电与自己无关，大不了欠电费，反正供电部门也是国家的，或者再严重一点就索性把灯关了，既省电又省事。
上述这些问题集中反映了路灯节能工作中所遇到的困难，不排除这些困难，大规模推广节电产品就无从谈起。
这里面，主管部门的思想转变和打破部门之间的制约至为关键。
如何解决好这些问题，吉林市的处理方法为我们提供了一个很好的启示：由主管城建的副市长挂帅，协调建委、市财政和路灯处等部门，定具体的实施细则。
在政策上予以扶持——首先由市财政列支节能设备的先期投人，设备投人使用后，从第一年节电效益中返还，从第二年开始，每年节余部分投入到路灯再建设的工程中，同时，路灯部门的维护费用不因电费减少而缩减，既推广了节能工作，又保障了基层的利益。
3.2对节能工作的看法和建议 全国开发、生产节能产品的企业，大部分是小企业和一些大专院校的科研机构。
为什么有实力的机构不愿介入呢?节能产品利润小、推广难，因此大型企业不愿涉足，投入不足致使我国节能产品在国际上处于相对落后状况。
为什么国家大力提倡节能十几年了，而节能工作却一直推而不广呢?前面提到的政策不配套是一个重要原因，还有一个原因就是由于投入不够，使得许多产品还仅仅是实验室产品时就匆匆上市，结果远远不能适应各种复杂的实际运行工况。
产品质量不过硬，也就是造成人们常说的节电不节钱的情况发生的重要原因。
节能产品的市场推广，是一个耗力、耗时、耗钱的系统工程，没有大的资本做后盾，市场很难打开，很多好的产品也就半途天折了。
如何尽快扭转这一被动局面，我们有一个初步的设想：首先由国家经贸委、科委、机械工业局牵头，由国家投资建立一个国家级节能实验室(包括相应的中试基地)，主要对申报的各类节能产品进行理论评估，对通过评估的产品进行中试和批量规模应用，筛选出真正有推广价值的产品。
据我们调查，许多中小企业仅凭个人发明做一些基本设计或原型机，他们根本无法也无力承担产品商品化的过程和批量试验的投人，批量试验是产品投入市场前一个至关重要的环节，个人买不起各种工业设备，企业又不愿用生产设备去为别人做实验，因此许多节能产品的开发者只好望而却步了。
从八十年代末开始，国家也曾推荐过各种节能产品，但是许多产品是凭各种文件一级一级上报，中间存在很多虚假成分，造成许多国家推荐的节能产品质量不好或节能效果不佳等不良影响。
如果有了国家级实验室和专家论证组，建立起一个规范的行业标准，这一问题便迎刃而解了。
同时，由国家经贸委发起，包括金融机构、企业和个人成立中国能源节约基金(金额5。
10亿元)，由专业投资银行和技术专家负责运作，形式上采用国际通行的融资租赁方式，销售、推广各类节能产品。
这项基金既具有某种政府权威，又具备严格的商业机制，对操作的产品均采用租赁一分期付款方式，加上商业还款保险等商业因素介入，基金的资本安全有了保障。
两个机构协同运作，会使困扰中国节能产品推广多年的难题一一化解，同时也会促进大批的国产节能产品走出实验室，走出国门。
照明电耗虽然只占全国总电耗的10％—20％，道路照明所占比例更小，但是，从节能技术推广的角度来看，它可能成为整个节能工作的突破口。
第一，整个路灯行业总体份额较小，容易操作。
据初步计算，用三年时间将全国现有路灯系统进行改造，总体投入不过6—7亿元。
如果能采用政府、社会齐动手的战略，不会给国家造成财政负担。
第二，国家主管节能工作的国家经贸委和主管道路建设的建设部应尽快制定相关的配套政策。
据查，道路照明的设计规范基本上没有涉及节能，所谓“间隔关灯”方法不过是各地在遇到电费问题时所采取的“不约而同”的手段而已。
而目前采用的设计规范基本上是八十年代制定的，许多内容甚至照搬国外六、七十年代的标准，早已不能适应当前的实际状况，应尽快修订并将节能内容列入其中。
第三，路灯管理行业隶属各级政府，因此，加强政策引导和必要的行政干涉是必需的。
这个行业由于“吃皇粮”的关系，基层对节能的必要性没有切肤蹦的压力，因此有必要自上而下的进行行政干预和政策引，以推动行业节能工作的全面展开，建议从今年的节能活动周开始全面推广。
由于整个行业盘子较小，易操作，因而容易取得阶段性成果 日常生活中的节能节电方法 4.1节约能源刻不容缓，而且潜力巨大，我们可以采用以下措施： 1．创新模式，加快发展循环经济。
深化循环经济试点，推进资源综合利用，推进垃圾资源.化利用，全面推进清洁生产； 2.夯实基础，强化节能减排管理。
建立政府节能减排工作问责制，建立和完善节能减排指标体系、监测体系和考核体系； 3.完善政策，形成激励和约束机制。
积极稳妥推进资源性产品价格改革，完善有利于节能减排的财政政策，实行有利于节能减排的税收政策； 4.政府带头，发挥节能表率作用。
在节能减排工作中，中央政府将率先垂范。
今年全国要推广高效节能产品5000万支，中央国家机关将率先更换节能灯； 5.加大投入，全面实施重点工程。
加快实施十大重点节能工程。

加快水污染治理工程建设。
推动燃煤电厂二氧化硫治理。
