1998年9月18日，中共桂林市委、市人民政府提出了建设桂林市环城水系的构想，把桂林市中心区的漓江、桃花江、榕湖、杉湖、桂湖、木龙湖贯通，即“两江四湖”工程。
工程自1999年8月23日正式启动，2002年5月2日，通水并试航成功，于2002年6月2日，两江四湖一期工程竣工并正式通航。
两江四湖工程，是桂林市的大型的环保工程、大型的城市基础设施建设工程、大型的旅游景区建设工程。

坐船可以游览漓江、桃花江、桂湖、榕湖、木龙湖、杉湖的景点，除此之外还可以了解桂林的城市历史变化。
至于你担心它是不是人造景点。
首先，山水肯定不是人造的，人造的顶多就是一些建筑景观。
然而你想想，故宫要是人造的吧，峨眉山也是因为有那么多古人造的寺庙什么的才这么闻名遐迩的吧。
