如何在全世界范围内消除极端贫困和饥饿

2005年10月15日,孟加拉国北部城市朗布尔附近的众多水灾灾民等待救援物资。

在自然灾害频繁的孟加拉国,很多人都在最基本的生存线上挣扎,全世界约有10分之2的人在被贫困困扰着。

  1995年3月,联合国社会发展世界首脑会议确定1996年为“国际消除贫困年”;同年12月,联大又将1997年至2006年确定为第一个“国际消除贫困十年”。

  贫困问题是当今世界面临的最严峻的挑战之一。

联合国发布的有关数据显示,近年来全世界在脱贫方面取得了积极进展,但是各国在减少贫困人口、提高卫生条件等方面仍然任重道远。

目前全球仍有10亿人生活在极端贫困线以下,8.52亿人处于饥饿状态,每年约500多万儿童因饥饿和营养不良而夭折。

全世界有6亿人生活在危害健康和生命的环境中,11亿人无法得到安全饮用水,26亿人缺乏基本的卫生条件。

  另外,世界各地区发展出现严重不平衡态势。

其中,亚洲在脱贫方面取得了巨大进展,而非洲大陆面临的贫穷、饥饿、疾病等问题依然严峻。

全世界49个最不发达国家中有34个国家位于非洲。

自1990年以来,全球极端贫困人口的数量减少了1.32亿,但非洲撒哈拉以南地区的极端贫困人口却由2.27亿增加到3.13亿。

  贫困是“无声的危机”,不仅严重阻碍了贫穷国家的社会经济发展,也是当前地区冲突、恐怖主义蔓延和环境恶化等问题的重要根源之一。

多年来,国际社会为消除贫困作出积极努力。

消除贫困一直也是联合国等国际组织近年讨论的重要议题。

1990年制订的《联合国第四个十年国际发展战略》、《联大第十八届特别会议宣言》和同年在巴黎举行的第二届最不发达国家会议通过的《90年代援助最不发达国家行动纲领》等文件都把发展中国家的经济持续发展和消除贫困列为国际发展战略的首要目标和国际合作的优先领域。

1995年联合国社会发展世界首脑会议集中讨论了消除贫困、社会融洽、促进发展的问题,并通过了《宣言》和《行动纲领》,同时确定1996年为国际消除贫困年,1997年至2006年为国际消除贫困十年。

2000年9月,联合国千年首脑会议一致通过了“千年发展目标”,承诺到2015年之前将世界极端贫困人口和饥饿人口减半。

2005年是推动千年目标实现的关键一年。

联合国希望通过纪念今年的国际消除贫困日,呼吁国际社会共同努力,采取切实措施将承诺化为现实,如期实现千年目标。

中国希望各国在政治上共同维护世界和平与稳定;在经济上,要努力制定公平、合理、公开、透明的国际贸易、投资、金融等领域的国际规则,保证各国人民获得均等的发展机会,使广大发展中国家得以公平合理地分享全球发展带来的实惠。

\   二、加强合作,承担起各自责任和义务。

消除贫困不仅需要发展中国家自身的奋斗,而且也需要的共同努力。

发达国家有义务和责任更多地援助发展中国家,特别是要落实在资金援助、技术转让、债务减免和市场准入等方面做出的承诺。

应在全球减贫事业中发挥更大的作用,推动落实有关国际会议的后续行动,探索国际多边机构支持全球减贫的新举措。

\   三、动员各方力量,为消除贫困而努力。

在消除贫困与饥饿的努力中,应广泛动员全社会的力量。

要充分发挥政府、企业和民间组织等各方的作用,相互配合,各展所长,推进减贫进程。

要通过广泛对话与磋商,调动多种资源,探讨多种形式的合作模式,为国际减贫事业注入生机和活力。

\   说,缓解和消除贫困,实现全体人民的共同富裕,是中国政府始终不渝的宗旨。

中国的扶贫是世界反贫困事业的重要组成部分。

今年五月,中国政府在上海承办了由发起的世界扶贫大会。

会议通过的总结了许多行之有效的减贫经验。

作为后续行动,中国政府正在与、等发展机构密切合作,积极筹备成立国际扶贫中心,为总结、交流、推广的扶贫经验提供平台,提升各国减贫能力。
