如何提炼主题词
词又叫词。
它是指中代表其内容特征的、说明问题的、起关键作用的词。
主题词是办公现代化的产物，它主要供制作公文索引和电子计算机检索之用。
《中国共产党机关公文处理条例》第八条和《国家行政机关公文处理办法》第十条第十二项都明确指出，上报的公文，应按照上级要求和公文主题词表的规定标注主题词。
因此，任何单位在上报公文时，除了参照自身的公文主题词表外，更要按照上级机关的主题词表来进行标注；如是下发公文，还得使用自身的主题词表。
从数量上来看，一份公文除类别词外，最多不超过5个主题词。
以《国务院公文主题词表》为例，选用主题词的原则和方法是：从“类别词”到“类属词”，从内容到形式。
《国务院公文主题词表》把“词表分为三个层次。
第一层是对主题词区域的分类，如‘综合经济’、‘财政、金融’类等。
第二层是类别词，即对主题词的具体分类，如‘工交、能源、邮电’类中的‘工业’、‘交通’、‘能源’和‘邮电’等。
”从这个意义上看，类别词有点儿类似于公文内容所在的行业划分。
《国务院公文主题词表》中的《主题词主表》的第一层划分有综合经济，工交、能源、邮电，旅游、城乡建设、环保、农业、林业、水利、气象等13类。
第二层是对13类中每一类的具体分类。
如农业、林业、水利、气象这一类下就具体地分为农业、林业、水利、气象四个小类。
我们要给自己撰拟的公文标引主题词，首先就要找到公文所在第一、二层中的“行业”主题词。
如某市妇联撰拟一份通报，要标注主题词，首先就要在主题词表中找到第一层分类所在的“综合党团”（这一层分类只起引导作用，要选用的主题词还在下面），然后再在下面找到第二层所在的“党派团体”。
这就是类别词，也是我们在这份公文中要标注的第一个主题词。
接着我们在“党派团体”下找出与公文主题相符的“妇女”、“儿童”，这就是“类属词”，也是我们在这份公文中要标注的第二、第三个主题词。
再如《国务院关于发布＜国家行政机关公文处理办法＞的通知》，其主题词的类别词是“文秘工作”，它的第一层分类是“秘书、行政”；“类属词”是“文秘工作”下的“公文”。
类属词一般就在类别词（第二层）下。
它是能够概括反映公文主题概念的词。
如《国务院关于发布＜国家行政机关公文处理办法＞的通知》，标注的第二个主题词是“公文”。
这个主题词就在“文秘工作”下附的主题词表内。
类属词也可以在其他类别词下选用或“根据需要，可将不同类的主题词进行组配标引”。
如《国务院关于加强水土保持工作的通知》，标引的类别词是“农业”，类属词却是在“水利”这个类别词下选用的。
《国务院关于“九五”期间深化科技技术体制改革的决定》，类别词是“科技”，但类属词“体制”却在“民政、劳动人事”下的“机构”这个类别词下面，“改革”在“综合经济”下的“经济管理”这个类别词下面。
如果一份文件有两个以上的主题内容，可先集中对一个主题内容进行标引，再对第二个主体内容进行标引。
如《国务院关于在若干城市试行国有企业兼并破产和职工再就业有关问题的通知》，便先标了反映第一个主题内容的类别词“经济管理”，再在这个类别词下找到类属词“企业”、“破产”；然后标了反映第二个主题内容的类别词“劳动”，再在“劳动”这个类别词后找到“就业”这个类属词。
当词表找不出准确反映文件主题内容的类属词时又怎么办呢
这时，你可以在类别词中选择适当的词标引。
同时将能够准确反映文件内容的词标在类别词的后面，并在该词后面加“?荭”以便区别。
相对来说，标注类属词难度最大。
它首先要求标注者必须了解公文的主题内容，确定主题概念。
其次还要熟悉主题词表的内容并通过查阅主题词表，将词表中能够准确反映主题概念的主题词挑选出来进行标注。
说它难，一是因为它的数量多。
《国务院公文主题词表》第一层仅分了15类，但属于类属词的主题词就有1049个。
其次是找到类别词后，并不是在每种类别词后都能找到相应的类属词，有些还要到其他的类别词下去找，就如前面提到的《国务院关于“九五”期间深化科学技术体制改革的决定》一样。
因此我们前面说“要熟悉主题词表的内容”。
公文中标注的最后一个（或两个）主题词（也即“形式”，此前的都属“内容”）最好找，因为它就是该公文的文种，而且就在公文的标题上。
如《国务院关于成立国务院西部地区开发领导小组的决定》，标题中的“决定”，既是该公文的文种，也是该公文要标注的最后一个主题词。
值得注意的是，在批转、转发、发布文件时，主题词中的文种，是标批转、转发、发布文件的文种，还是标被批转、转发、发布文件的文种呢
如果只选择一个主题词来标文种，可选择被批转、转发、发布文件的文种。
如《国务院关于发布＜国家行政机关公文处理办法＞的通知》，其主题词是“文秘工作 公文 办法”，标注的就是被发布文件的文种“办法”，而不是发布文件的文种“通知”。
如果想要完整反映文件的形式，也可将前后两个文种同时标注；但如果是用“通知”转发“通知”，为避免文种上的重叠，只标一个“通知”即可。
1．了解主题词的体系结构公文主题词，一般由类别词和类属词组配而成。
（国务院公文主题词表）分三个层次列表。
第一层是对主题词区域的分类，只作为划定类别词和类属词的区域，便于查找、使用类别词和类属词，不作公文主题词词目使用（即不可用来制作公文主题词），如序号为“01综合、经济”类、序号为‘’05财政、金融” 类等。
第二层是类别词，即对主题词的具体分类，如序号为“02工交、能源、邮电”类中的“02A业”、“02B交通”、“02C能源”。
“02D邮电”等；第三层是类属词，如序号为“02工业”类别词中的“冶金”、“地矿’、“汽车”、“化工”等。
第二层（类别词）和第三层（类属词）统称为主题词，用于文件主题词的标引。
2．掌握主题词的标引方法(1）任何一份文件主题词的标引，除类别词外，最多不得超过5个词目。
（2）主题词标引顺序是：先标类别词，再标类属词。
在标类属词时，先标反映文件内容的词，最后标反映文件形式的词。
如（国务院关于加强水土保持工作的通知），先标类别词“农业”，再标类属词“水土保持”，最后标上“通知”。
主题词：农业 水土保持 通知类别词 类属词（3）一份文件如有两个以上的主题内容，先集中对一个主题内容进行标引，再对第二个主题内容进行标引。
如（关于听取全国财政工作会议情况和全国打击走私工作会议准备情况汇报的会议纪要）的主题词制作，先标引反映第一个主题内容的类别词“财政”，再标引类属词“税务’；然后标引反映第二个主题内容的类别词“公安”，再标引类属词“缉私”；最后标引“会议纪要”，制作成的主题词是：“财政 税务 公安 缉私 会议纪要”。
（4）根据需要，可将不同类的主题词进行组配标引。
如（国务院关于加强农业生产资料价格以及对其主要品种实行最高限价的通知），先标引类别词“农业”，但在序号为“04A农业”类别中找不到“资料、物价、管理”方面的类后词，这时可使用序号为“01 经济管理”类别中的“资料、物价、管理”类属词进行组配，组配后的主题词为：“农业 资料 物价 管理 通知”。
（5）当词表中找不到准确反映文件主题内容的类属词时，可以在类别词中选择适当的词标引。
如在整个主题词表中都找不到能准确反映文件主题内容的类属词时，可自定词目代之，但要在自定的类属词目后边标注“凸” 符号，但是，上行文不得使用自定词目。
3．统一主题词的标引要求（二）用词要求。
上行文，必须严格按照上级公文主题词表及其要求拟制公文主题词，不可使用上级公文主题词表中没有罗列的或者废止的类别、类属词；下行文，可使用自定的公文主题词表中任何类别词、类属词。
县级以下无条件的单位，下行文也可不使用主题词。
（2）置放要求。
主题词应置放在文件的末页背面抄送栏之上，顶格。
“主题词”三字之后用。
冒号”，“主题词”三字与类别词、类别词与类属词（词目与词目）之间相间一字空格。
如：主题词：农业 水土保持 通知（3）字体要求。
“主题词”三字和冒号用三号黑体字；词目（类别词与类属词）用三号小标宋体字。
