Global WarmingThere is little doubt that the planet is warming. Over the last century, the planets temperature has risen by around 1 degree fahrenheit (0.6 of a degree celsius). The warmest since the mid 1800’s was the 1990s. The hottest years recorded were 1997, 1998, 2001, 2002, 2003. The United Nations panel on climate change projects that the global temperatures will rise 3-10 degrees fahrenheit by the century’s end - enough to have the polar caps all but melted. If the ice caps melt, a vast majority of our countries borders will be under water. Monuments and great buildings, as well as homes and lives will be under water, including New York City.So now we know what some of the causes are for global warming, how can we as individuals do our part to help save the planet?The answer is simpler than you may think. You don’t have to go miles away from home to protest, or spend masses of money. If you try to follow the few simple steps that I shall now give you, you will have started to help us all.Firstly, plant a tree. This could be easier than it sounds. Join or help out a local wildlife group and ask to plant a tree. Trees, when fully grown, will help keep the planet cooler. On the same point, you could protest against the demolition of the rainforests. This is the same principle, we need the trees to cool our planet and yet they are chopping them down to create roads or homes.Something as simple as walking instead of taking the car will help reduce pollution. As well as stopping pollution, you are giving yourself exercise, something important for our bodies. So the next time you get into your car, or your motorbike, think - do I have to make this journey by vehicle or can I walk?When you are at home, and your getting a little cold. Put a jumper on and do not adjust the heating. The extra heat produced by our homes also affects the planet. So try wearing an extra layer in winter.If possible, buy your fruit and vegetables from local suppliers. And try to avoid imported goods. The more foreign food that we import the more pollution from aeroplanes and boats it will create.Keeping to the speed limit can also help the environment. The more you speed the more petrol you are going to use, making the pollution higher. Also, SUV’s make about six times their own weight in CO2 each year. A small efficient diesel car covering the same distance not only uses much less fuel; it makes two thirds less.If possible use solar energy, after all it is free; all you need to buy is the equipment. You can get much of your hot water and heating from the sun and even generate electricity. Reduce, reuse and recycle. Only buy what you need; don’t stock the cupboards with things you may or may not use. Reuse whatever you can, like containers and paper, and recycle what you cannot reuse. It really is as simple as that.Finally turning off unused sources of power such as televisions and heaters will help the environment, as well as save you money.If everybody stuck to these rules, we would be doing a great thing by protecting the earth. So please take into consideration what I have said, and try to do your part. After all, it will be our next generation that will feel the effects.

粮食危机以及从这件事得出的一些想法  如今,关于粮食危机的争论在报纸上正在如火如荼地进行着,然而在我们所处的这个地域,却几乎感受不到粮食危机的存在,这是为什么呢

我们先要从引起粮食危机的原因说起  一东南亚大米产量没有达到预期。

  二很多国家限制大米出口。

因为我们所处的是一个全球化高度发达的世界,一个国家,尤其是他的某些领域在世界上占有重要地位,他的对外贸易政策很大程度上影响甚至决定了其他国家的贸易走向。

一个国家嗅到了粮食危机的前兆,于是他选择限制粮食出口,然后各国家纷纷效仿,在全球范围内刮起了多米诺热潮,粮食在全球范围内的流通也确实减少。

  三源于于国际大米市场出现严重不平衡,这又由3个原因引起  1 全球气候变暖。

全球气候反常与变暖造成世界产粮区遭受自然灾害,大米等农作物产量大幅减少,特别是世界几个主要大米生产国。

如越南北部地区的雪灾造成当地大米供应不足,需要从南部运去大米救急;同样由于遭受自然灾害,印度的大米产量也大幅减少。

  2 严峻的通胀形势。

如在过去半年中,越南消费者物价指数(CPI)升幅惊人,3月CPI同比上涨19.39%,食品价格更是上涨了惊人的30.64%。

而我们也可以感受得到蔬菜肉类价格涨幅惊人,虽然中央已下发文件说要把物价涨幅控制在8%以内,但是现在似乎也没有实现,就让我们静候那一天的到来吧。

  3 油价上涨。

油价上涨对大米价格的影响不亚于气候问题。

近年来,随着油价的上涨,世界各国纷纷发展替代能源,不断增加种植可用来生产替代能源的农作物,如玉米、甘蔗、油棕等,这些作物的价格近两年来随着油价水涨船高,从而使原有的许多稻田被用来改种能源作物,导致大米产量下降。

  要想知道国际市场大米价格究竟涨到什么程度,请大家听一听下面几组数据就明白了。

  (1) 泰国副总理兼商业部长明宽介绍说,在国际市场上作为大米价格基准的泰国大米报价,两三年前,泰国茉莉香米价格是每吨6500泰铢(按当时汇率约为155美元),后来上涨至每吨1.5万泰铢(按目前汇率约为469美元)。

“3个月后,泰国新收茉莉香米的出口价格将肯定不会低于每吨3万泰铢(约940美元)。

”明宽对此十分肯定。

  (2) 世界银行说,粮食与能源成本连涨六年,让全球33个国家面临动荡。

联合国粮农组织去年提出警告,指全球粮食存量处于25年来最低水平。

美林证券的报告也指出,小麦、稻米及玉米等谷物的全球库存只够满足60天的需求。

  (3)如果你发现你的食品帐单越来越贵,那么你并不孤单。

事实上,全球的粮食都在涨价。

根据联合国粮农组织(FOA)的初步估计,目前全球食品价格上涨的时期,至少会延续10年。

  然而,自然灾害真的能引起如此严重的粮食危机吗

我们不应该过分夸大天气因素,就像雪灾对中国通货膨胀的影响一样。

由此我们可以得出3个更深层的原因。

  a亚洲长期“轻农”的结果。

国际粮价飞涨的真正原因在于作为粮食主产区的东南亚国家近年来推行的“快速工业路线”,强行让制造业快速“上轨”,在这个过程中,不惜让农业作出巨大牺牲,导致农业发展长期停滞不前甚至陷入衰退,也就是说,恰是亚洲国家风行大规模的“轻农伤农残农”造成了今天的局面。

  b 种粮收益低农民积极性受挫。

农资价格快速上涨,种田成本上升,抵消了政府补贴的效果。

在劳动力短缺,从事其它行业收入快速增长的大环境下,谁还愿意种田

[  c 粮价上涨的强大推手:美元。

2001年以来,反恐开支增大和网络股泡沫破裂,美国实施宽松的货币政策,大量发行国债,把利率维持在很低的水平,这导致美元信贷泛滥,由于乘数效应,世界范围呈现流动性过剩。

流动性过剩导致全球范围的资产泡沫和商品价格上涨。

  有些人认为中国可以通过贸易解决粮食问题。

主张自由贸易的他们相信,那些生产粮食更有优势的国家会愿意出口更多的粮食,因为他们通过粮食自由贸易可以换得更多的外汇,转而去进口他们并不具备优势的产品。

但是,中国人应该会发现,通过自由贸易解决13亿人的吃饭问题,这个美妙的设想只是一些固守理论的学者的一厢情愿。

当大米价格不断上涨的时候,国际市场上的出口商正变得越来越少,即使是作为全球最大出口国的泰国,也在讨论是否对出口进行限制。

在这种情况下,即使中国愿意付出更多的代价,面对的也是一个没有卖方的市场。

因为粮食问题关系国计民生,关系社会稳定和国家稳定,任何粮食贸易的自由都是以不影响本国粮食安全,乃至基本的粮食价格稳定为前提的。

所以,当全球性的粮价涨势波及那些产粮大国时,没有哪个国家傻到愿意出口更多的粮食以换取更多的美元。

但这种“可以在国际市场随意购买粮食”的书生之见却在很长一段时间里统治了我们亚洲人的心智。

所以全球粮食危机有我们的一部分责任。

  至于中国米价几乎没有上涨现象,很大一部分要感谢我们的政府坚持守住18亿亩耕地的红线。

  面对世界粮食危机,各国都采取了什么措施来抑制米价快速增长呢

各国几乎一致限制了稻米的出口,像印度也取消了对非巴斯马蒂大米出口商的税务激励政策。

在我们国家,中央禁止了内地粮食的曲线出口,商务部也进一步加强了对供港粮食及制粉出口管理,禁止粮食在香港转口。

  然而国际粮价的一步步攀升引起国民普遍担忧,但是温家宝总理4月5日至6日在河北考察农业和春耕生产时指出,手中有粮,心中不慌,中国的粮食储备是充裕的。

中国人完全有能力养活自己,一个拥有13亿人口的大国依靠自己解决吃饭问题,就是对世界最大的贡献。

  当时我看到这些话着实十分感动,除了共产党,已经没有哪个政党可以领导一个拥有13亿人民的国家了,并且还把关系到国计民生的粮食与人口之间的关系处理得如此恰当。

因为我们知道任何一个很小的问题乘以13亿都可能变成无法跨越的鸿沟,多高的经济增长除以13亿都可能变得微不足道。

  并且在这条新闻的下面,还有一些相关链接,温家宝总理在广东考察市场供应工作,赴湖南考察抗冰救灾,考察大连建设优美发展和谐城市等等近半年来总理的工作活动。

作为一个国家高级领导者,真的是日理万机,不停奔波。

这里有人民需要他的关心,那里有群众殷切盼望他的到来,他将自己和蔼的一面展现给我们,那是发自内心的关心和爱护,因为我们都是他的子民。

真的是高处不胜寒,站在权力的顶峰,在那些荣耀和羡慕背后,他们付出的却是无尽的汗水和不为人知的艰辛及努力。

有这样的领导人我们还有什么不满足呢

  小时候,看新闻联播的时候每当有共产党怎么样怎么样,我就特别地不屑,因为如果不是共产党曾经鼓励生育,那么中国就不会有这么多人口以及其所带来的一系列社会问题。

当时爸爸问我,如果不是共产党执政,那么你希望是谁呢

我说是德国人,虽然他们在一战二战中犯下了很多罪行,引起了社会的动荡,然而在二战结束后他们是真心地向被迫害的犹太人道歉,是发自内心的歉意和愧疚,而不像日本人那样随意篡改教科书,小泉还带头参拜靖国神社,真是可耻

  但是看看我们现在,经济迅速发展,人民生活水平不断提高,我们的综合国力也已经超过德国跃居世界第三,这很大一部分不就是共产党的功绩吗

我们不否认他们曾经迷茫过发动了人民公社化、大跃进和十年文革,然而政党不都有个成熟过程吗

这是一个优秀国家的必经之路。

毕竟我们不应该给共产党定一个太高的指标,他们要面对国际反华势力,甚至有一些中国人也不信任他们。

如果连我们都对自己的党有质疑的话,那么我们怎么能奢望他们领导着13亿人民走向真正的繁荣富强呢

  《明朝那些事儿》的作者当年明月说过这么一段话,让我深感震撼,他说,即使你有人人羡慕的容貌,博览群书的才学,挥之不尽的财富,也不证明你的强大,因为心的强大才是真正的强大。

只有让我们全国13亿人紧紧团结在一起,构成一颗强大的中国心,那么在不久的将来,我们就会看到一条中华巨龙的伟大腾飞

  1972年6月5日,世界环境协会在斯德哥尔摩召开了环境大会。

也是同年10月,第二十七次联合国大会把每年的6月5日定为世界环境日。

虽然今年的世界环境保护日已经过去了6天了。

但是我仍然希望大家把每一天都当做环境日,来爱护我们的环境。

  接下来,让我们听一组数字。

  从工业革命至今,全球的渔业资源减少了近90%,1\\\/3的两栖动物、1\\\/5的哺乳动物、1\\\/4的针叶林植物也濒临灭绝。

大自然调节气候、空气和水的能力大大的下降了,自然灾害对人类的冲击也越来越多。

数字是枯燥的,但枯燥的数字告诉我们的却是残忍的事实。

大自然与与人类已形成了一种恶性循环,人类对大自然无限度的索取,而大自然也通过环境灾难的方式,报复人类。

图瓦卢,是第一个因全球气候变暖,海平面上升而被迫举国移民的南太平洋岛国。

可以断定:图瓦卢绝对不是最后一个因环境恶化而消失的国家。

基里巴斯、库克群岛、瑙鲁、西萨摩亚等国家同样也面临的类似问题。

1.的缺乏World Water Shortage A new study warns that about thirty percent of the world's people may not have enough water by the year 2025. 一项新的研究结果提出警告:到2025年,世界上将有30%的人没有足够的水饮用。

A private American organization called Population Action International did the new study. It says more than three-hundred-thirty-five-million people lack enough water now. The people live in twenty-eight countries. Most of the countries are in Africa or the Middle East. 这项研究是由美国一家名叫“人口行动”的私立机构进行的。

Countries may have to compete for water in the future. Some countries now get sixty percent of their fresh water from other countries. This is true of Egypt, the Netherlands, Cambodia, Syria, Sudan, and Iraq. And the report says lack of water would affect the ability of developing to improve their economies. The world must meet its commitments to achieve poverty reduction and also tackle climate change. The two are inextricably linked(二者的联系是难解难分的). Climate change needs to be addressed now. The poor will bear the brunt of the impacts. The frontline experience of many of us working in international development indicates that communities are having to combat more extreme weather conditions. By 2025 the proportion of the world's population living in countries of significant water stress will almost double, to 6 billion people. Beijing is the capital of New China and previously the capital for nine dynasties in Chinese history. So, yellow will naturally add splendor to the 2008 Games. Secondly, the 2008 Olympics will be a red pageant.Red is another traditionally cherished color for the whole country. We adore red. On big occasions, we like to decorate our homes in red. It is the color of double happiness, representing joyous moments, auspiciousness, enthusiasm and prosperity. Red is one of the most suitable colors to describe the future of Beijing . Beijing , together with the whole country, is becoming more and more prosperous in the process of modernization. Should the 2008 Olympics be held in Beijing, the whole city will be a sea of red : the red torch,red flags, red flowers, and the radiant faces of millions of joyful people. Above all, the 2008 Olympics will be a green Olympics. Adding a green ingredient is essential in creating an appealing image, as we can't deny the fact that Beijing, at the moment, is not as green a city as what we like it to be. Striving for an environmentally appealing city has become a central task for all the citizens of Beijing. Big efforts have been made in pollution control, replanting and beautification of the city. According to a project entitled The Green Olympic Action Plan, between 1998 and 2007, Beijing, we have invested 100 billion RMB in preserving and protecting the environment. Some 12.5 million trees and over 1 million acres of grass will be planted along the Fourth Ring Road. By then, the city's green area will make up 40% of its total. The city will also dredge its reservoirs used as a water supply to Beijing residents, controlling industrial pollution and moving out the 200 factories presently located within the city proper. Certainly, all of this is no easy task. But I am sure that all of us have confidence that we will realize these green goals. For now we have the full support and participation of the environmentally conscious citizens. Each citizen is showing great concern for every one of the steps the city government takes. As the saying goes, United, we stand, and a green Beijing will be achieved. When our aspiration becomes a reality, it will be a unique Olympics. New Beijing, Great Olympics; will be weaved of these three superb colors: yellow, red and green. Let us welcome it and look forward to it! And the big population is threatening the nature every second. the rapid rise in world population is not creating problems only for the developing countries. The whole world faces the problem that raw materials are being used up at an increasing rate and food production can not keep up with the population increase. People in rich countries make the heaviest demands on the world's resources, its food, fuel and land, and cause the most pollution. A baby born in the United States will use in his lifetime 30 times more of the world's resources than a baby born in India. Unless all the countries of the world take united action to deal with the population explosion there will be more and more people fighting for a share of less and less land, food and fuel, and the future will bring poverty, misery and war to us all. For most of the developing countries, it is a good idea to control the population growth. For example, China has carried out birth control for years. And this plan has a GREat effect on the world population. If the population continues to increase, if the air and water continue to be polluted, if we don't do something to protect wild-plant and wildlife species will be declining. Species and biological communities have difficulty adapting to change. Economic opportunities and the quality of life of future generations are also put at risk. By protecting nature, we protect ourselves. Let's unite together, hand in hand we stand all across the land. We can make this world in which to live. Hand in hand. Control the population growth. 随着1979年改革开放,中国的GDP以平均每年9.8%的速度增长,人均收入增加了50倍,将近5亿人摆脱了贫困。

尽管2008年9月发生了全球金融和经济危机,但是该国的GDP仍然保持着高速的增长。

在中国,很多千年发展目标已经实现。

中国人民和以前相比,生活更富裕,受教育水平更高,身体也更健康了。

  在这个史无前例的经济和社会发展进程中,也涌现了一些重大的新挑战,包括如何去平衡经济发展与生态环境持续发展的问题,如何去克服气候变化所带来的威胁。

确实,很多人认为,中国可以通过它在经济发展和减少贫困方面所获得的更多的收益来作为克服上述挑战的基础。

但是,任何一个目睹今年发生在中国西南旱灾的人都会无可避免地意识到气候变化所带来的巨大隐患,如果该隐患任其发展的话,将会影响到中国人民的生活,尤其是还在贫困线上挣扎的人们。

  幸运的是,中国的领导人已经高度重视经济和环境之间平衡的问题。

而且,人们也越来越意识到,低碳经济并不是发展道路上的障碍,低碳的做法反而可以成为经济进一步增长和发展的催化剂,而且有利于改善人民生活。

  但是,这个并不是说,走向低碳经济的这条道路是一帆风顺的。

随着高能耗工厂的关闭,不可避免地会对当地经济和工人就业产生一定的影响。

例如,中国社会科学院的最新研究表明,关闭那些以燃煤为主的高耗能工厂将导致约60万工人失业。

因此,短期内使这些失业工人通过社会保障维持生活,并获得新的绿色经济创造的就业机会是非常重要的。

而且,在省级和地方各级,可能仍需要做很多工作来支持和激励决策者朝着绿色经济模式方向努力。

  但中国面临的机遇是巨大的。

在绿色技术的支持下,通过在绿色经济和绿色增长方面的进一步投资,中国有机会跳过几十年通过高污染燃料发展的传统模式。

这同样也是一个重新建立新型低碳社区的宝贵机会:在将来的20年里,3.5亿人预计将会进入中国城市,但是与其相匹配的住房和交通基础设施尚未建立起来。

同样,绿色经济也将会在其他领域获得巨大收益,包括从改善人类健康到保护重要的生态系统。

  中国政府在2009年9月的联合国气候变化峰会上明确承诺发展低碳经济和社会,国家主席胡锦涛表示,中国将会“努力发展绿色经济,低碳和循环经济,加强气候相关技术的研究、开发和推广”。

2009年11月,中国做出承诺,到2020年,单位GDP的二氧化碳排放量将在2005的水平上降低40%到45%。

同时,中国公司也已经抓住了一些发展低碳模式的机会,一些可再生能源部门已经价值170亿美元,并雇用了将近100万工人。

  对于联合国来说,应对气候变化,支持低碳经济和社会的行为也是至关重要的。

联合国秘书长潘基文曾呼吁气候变化是“我们这一代人的重要议题”。

而且,2009年7月他在访华期间也明确指出,“中国一直是世界上增长最快的重要经济体。

它也是温室气体排放大国,同时也是最容易受到气候变化影响的国家之一。

因此,中国在经济可持续发展和能源政策方面的进步,不仅对于中国公民,对于全世界的公民来说,都是非常重要的。

”  鉴于该问题对于中国和世界的重要性,联合国驻华机构将会在减缓和适应气候变化方面陆续采取一系列有力的措施,在更广泛的层面上去推动低碳经济。

事实上,联合国未来5年对华发展援助框架中的三大总体成果之一就是“政府和其他利益相关者确保环境的可持续性,应对气候变化,推动绿色低碳经济。

”  为此,联合国开发计划署将今年的《中国人类发展报告》的主题设定为《中国可持续发展的未来:迈向低碳经济和可持续发展的社会》。

通过分析中国向低碳经济和社会转型的风险和潜在的好处,希望这份报告能够为中国在该领域的发展政策上做出自己的一点贡献。

该报告强调,如果中国能够充分抓住这个机遇,这将有可能不仅推动社会环境的可持续发展,也将会创造出更多的就业机会,提高资源利用效率和能源安全,加强食品安全,和改善人民健康。

这样的社会将会和中国自身的小康目标相一致,相互协调,促进繁荣,支持减贫,促进中国和整个世界的发展和环境可持续性。
