dominator（主宰者）是西比拉系统存在连接时才可以开启镇压执行系统并使用。
西比拉系统其本面目为大量的新人类（思想卓越的免罪体格者）的大脑的集成体---犯罪体集合。
也就是说西比拉和dominator是相联系的。
打个比方，西比拉是树的根部，而dominator则是树上长出的叶子，人们只会看见叶子而不会看见根。
你看的可能跳过了一部分。
朱妹在知晓西比拉的真面目以及局长（也就是西比拉系统）杀死了无辜的小星星后，朱妹无法在情感上肯定西比拉系统的存在，但朱妹又在理性上肯定它，因为没有它的存在，这个社会也无法维系了；于是，朱妹和西比拉做了一个交易，若她活捉白毛，则西比拉对狡噛慎也重新审定，也就是放狡噛慎也一马。
他们之间的交易通过那把解除保险栓的dominator进行交流。
最后，你也看到啦，主宰者和朱妹能够对话了，主宰把朱妹当做一个棋子来捕捉白毛boss，而朱妹想借此挽救狡噛慎也，不想让狡噛慎也成为杀人犯，万劫不复。
ps：朱妹其实还是有点圣母心的，不过，这点也算是正能量了
本人超级超级超级喜欢白毛boss，白毛和狡噛慎也相爱相杀也是第一季一个很大的看点。
